WebI would recommend setting a high rise ban on all of your city except the central area. This will result in it being built up. You can create a coastline as a focal point, work on establishing a grid in a central area (or if the rest of your city is a grid, break it up in the center), or place monuments like churches or skyscrapers nearby.
